dissable email notification also dissble forgot password

Dear Admin
Case:
I want to disable notification by email because my email smtp limited to send email per day, and it make rukovoditel form java take more than hours when it failed send email for notification
Solution I took:
I disable email notification
Problem:
When user forgot their password, that new password wont send to user email because I disable email notification
Suggestion:
Could this feature separates between email notification and forgot password?
