The error persists when installing v. 3.5 (Unformatting)

I did a new installation of version 3.5 and the screens continue to unformat, this is the third time I have tried to install, uninstall and install the previous version, it loads without formatting problems, but when I install version 3.5 it appears without the screens being formatted.

Try to rewrite files. The best way is load archive to server an unpack it there.
If not help then ask your hosing support why you have "500 (Internal Server Error)" to include css file. Probably issue with file permission or something like this.

There is no problem with hosting, this is only happening on the local server ("localhost").
