Dear support,

After we put filter in automate action to not show the action, the action still show if we choose the action button in "with selected" and "more action" but it gone if button show in "default".

Yes, it's because we can't apply filter to menu since this is not item page. But process will not apply to items if they are not in filter. As I remember this issue is fixed in last beta, if not then fix will be in release. But menu item will always displays if positions is configured.
