Upload issue

Upload a file as attachment seems to work.
Progress indicator seems normal but the files is'nt displayed.
Looking in de webserver there is no map: attachments/2017/08

What causes this?

Check folder permissions
Folders uploads, attachments,2017 and 08 should have permission 755 or 777

uploads and attachment are 777, owner is me
2017 is 755, owner apache
There is no map 08

Check with several file type and with different file size

jpeg png txt all smaller then 15kb
progress message upload completed
map 08 is not created
files are not uploaded

I do not think thats the solution
/uploads
/ attachments
/ 2017
setting the UID and GUID for 2017 to me (instead of apache) dit it
map 08 with submap 16 with file is created with uid/guid of me

possible explanation:
recently my website is moved from one server to another
could this affected the uid/guid
