Anyone Can Delete Signatures

We use the special signature field to capture our vendor's signature and then print a receipt using templates to export.
We tried to set the access to the field so that it's view only (IE the capture button shows but the trash can for the signature does not.)

Unfortunately, this doesn't work, and anyone that has update access to the entity can also delete the signature.
Is this intended behavior?
If it is, is there a way to prevent this?

Signature field type linked to record (not to user) that is why users how has access to record has access to signature.

Not what we were looking for, as our vendors aren't registered as users.
I just deleted the ability to remove signatures completely in the code, as signatures shouldn't be removed unless the whole record is removed anyways.
