I have created an access rule in an entity with a field of type 'Todo-list' so that when the task is changed to the Closed state all ítem fields are read-only and cannot be modified. This works for all ítem fields except for the 'Todo-list' field that can still be modified by any user ....

Hi, we have done more tests and wee see that the problem is in all access permissions (Configuration, Field Access & Access Rules) not only in Access rules, because they do not apply to the ability to mark / unmark subtasks.
If a user has 'only view' access they should not be able to mark / unmark todo-list subitems....

About item access it mean you can't edit values in from, eg. manager can't change Status and values for todo list. But mark sub-items in todo list in item info page he can. So in fact this is not bug.
But I think there is reason to add extra option to this field type that allows hide checkboxes too if not edit access to field, agree?

We think that if the user does not have access to edit values, he should not be able to mark or unmark, and that is why we think it was a bug. For version 2.6 I have added option "Hide checkboxes if no field edit access". So if you set "view only" access to field and set this option then checkbox will be hidden for user on item info page.
