We are simply trying to send an email when a Dropdown is changed and the record saved.
I have disabled email notifications
I have disabled notifications in Created By.
I have tried sending to a User
I have tried sending to an email
It seems I have done everything correctly but there are no emails being sent.
Emails are sent ok when someone signs up but shouldn't they be turned off if I have I have disabled email notifications?

I used the other system and replicated exactly what I had done but it is Ver 2.8.3 and it worked perfectly and sent out emails with no problems. So there is something wrong in the Ver 3 with the Email Sending Rules
If I do a Send Test Email in the Email Options then it sends it and I receive it so the email is working OK
Not sure what else I can do
Trouble is that we have built all this on the Ver3 and therefore to go backwards we would have to build it all again.
