Steps to reproduce:
Create entity with fields.
Setup email sending rules to Adding New Record: Send To Assigned User: Created By
Add record into entity.
Email should be sent to the user.
It is not.
Easily reproducible in the personal demo.

Also, as a suggestion, adding the ability to add fields from the users entity such as their email address, name, etc into email sending rules email content would be nice. We are trying to use this to send confirmation emails when they register for an event, and having the user's information as well as the information from the event entity would be ideal.

Note: by default app not sends email to logged user that is why you probably not receive email. You have to turn on option "Copy Sender?" in Email option page.

I enabled copy sender as you suggested.
We have a new problem though.
It's now sending the emails as requested, but clients are also getting the default "New Item" notification emails as well, which we don't want.
Is there a way to disable the default new item/item updated notification emails, and only send the emails that are created with the email sending rules?

Yes, you have to disable default notification for Users field and Created by field. See https://docs.rukovoditel.net/index.php?p=75
