SMTP Options Missing

In the email settings page, the SMTP options are no longer available.
Checked on both existing as well as fresh install using my current modified files.

In version 3.1 it's moved to single page. Can you remember me, probably I have send some updated from 3.1 and this page was replaced. Or this is fresh install?

Wait, I think I remember now.

I updated to the files you attached to that one thread for the SteamAPI.
I was curious on how that was done because I intended to create a single sign on module for my company.

I believe those files were for 3.1.
